Abstract

“Rural governance” is a pivotal component and fundamental support in the implementation of China’s rural revitalization strategy, acting as a cornerstone of the national governance system. Dehong Prefecture, located on the southwestern frontier of China in Yunnan Province, is characterized by its ethnic diversity, borderland attributes, and relatively underdeveloped economy. These intersecting features contribute to a complex and urgent rural governance situation, presenting multiple challenges for local development. This paper systematically reviews the current state and historical development of rural governance in Dehong Prefecture, analyzes the achievements and problems in present governance practices, and identifies persistent weaknesses in areas such as grassroots organization building, collective economic development, public participation, and the provision of public services. To effectively link the modernization of governance in ethnic border regions with the comprehensive revitalization of rural areas, this study proposes targeted strategies from multiple dimensions, including strengthening governance teams, improving organizational systems and training mechanisms, promoting the collective economy, enhancing governance technologies, improving institutional construction and enforcement, and leveraging the governance function of ethnic cultures.
