Abstract

In recent years, the Ministry of Education and other relevant authorities have spearheaded the formulation of specialized educational development plans for the border region of Sichuan, Gansu, and Qinghai provinces—encompassing 17 counties across five prefectures in these three provinces. While these efforts have accelerated the development of educational informatization in the region, issues such as imbalanced progress in digital education among the three provinces and structural inadequacies in the supply and demand mechanisms for digital educational resources have become increasingly prominent, hindering the region’s pursuit of high-quality educational development. Against this backdrop, this study establishes a performance evaluation framework for the advancement of educational informatization in the Sichuan-Gansu-Qinghai border region. It analyzes the current status, challenges, and underlying causes of compulsory education informatization in the area. Subsequently, grounded in local realities, a system dynamics model is constructed and policy simulations are conducted to explore the mechanisms for equalizing the allocation of high-quality digital resources. Based on the findings, actionable implementation pathways are proposed.
