Reframing Moral Education Governance in China: Value Co-Creation in Lishui’s Ecological Civilization Practice
Keywords:

Moral education in China is usually treated as a curricular and pedagogical issue. This paper argues that it should also be understood as a problem of institutional innovation. The reason is that moral education increasingly depends on coordination across schools, families, communities, and wider public settings rather than on school-based instruction alone. Drawing on a value co-creation perspective, the paper develops a conceptual framework to explain how such coordination is organized. In the Chinese context, this shift becomes especially visible when moral education is examined in relation to ecological civilization. Using Lishui’s ecological civilization practice as an illustrative field, the paper argues that the institutionalization of the Two Mountains concept, the ecological product value realization mechanism, and the cultivation of a citywide ecological ethos together create a governance configuration in which moral education is embedded in cross-actor collaboration. The analysis identifies three mechanisms: collaborative goal formation, coordinated implementation, and feedback-based adjustment. The paper contributes by showing that moral education can be reinterpreted as a field of institutional innovation and that place-based ecological civilization practice can generate new pathways for value co-creation, governance adaptation, and public value formation.
